Well, not entierly, but an explosion is bassicly a shockwave. You don't need oxygen to make a shockwave. Fire is only a side-effect, an explosion is still an explosion without fire.
Now, getting water out of a shockwave seems stupid, but doesn't make any more sense than getting water from fire. On the moon.
