Sorry for what? If I understood you right, then keep on practicing. There is not a single perfect animator and there never will be. There's no limit to how better you could get at animating. You will become skilled, if you keep practicing. Also, watching other animations for inspiration and reference will help.
Some tips and I'm sorry if I misunderstood you. XD Err.. try making your post more direct next time :D

Should've had said this earlier, sorry for the double post. But if you want make FLASH movies, you'd have to buy the software. If you'e a student, you could get a student version of flash for a cheaper price. If buying isn't an option then download the trial from the adobe website. Or download a free animation program instead, but they won't be as good as flash being free and all.

WHAT program do you use? All the preloaders found in the there are coded in flash so you might have to figure it out by yourself or find a tutorial to make one that can function in your program. But, your program might not support a preloader.

I'm not that experienced or anything but I think these things I know might help. I hope.
Try increasing the fps. Minimize your use of variables and define them cleaaarly. This avoids waaay too much of unnecessary computation :3 If you aren't using bitmaps, then do so because they are run faster than vectors. This is all I know.

It looks pretty smooth so far. But, it looks bland. Maybe add some perspectives? Like zoom more on the character, camera angles, etc. Add effect either on the character or the background to insert the feeling of movement. Blur, maybe? Just suggestions. Can't really say much about it though, it's hard to give an opinion on something this short. Make a longer one and see how it goes.

It was fine overall, animation was a little rough but you can easily work it out with effort. I guess if you add some dialog, voices, color and some sound effects, it could really give it a little more life.

He's offering to do those and i don't think it's impossible for him to be able to use Flash again. And once he gets access to Flash again, he can now help NOT ONLY with the idea but atleast he was able to help part of the game itself. And in his portfolio, it showed that he was coder too. He may not be able to use Flash but it doesn't stop him from trying help the coder with code or something. Who knows?

Are there any ways to add neon effects to art by using Flash? I've tried using filters, respectively-- blur and gradient glow but i haven't been getting good results yet. Are there any other techniques?

Sorry, I haven't been able to show any samples or development. It's because Flash keeps on crashing somehow, but it's fixed already, although I have to work again. Also, I'm not the only one who doesn't show samples. I think.
