If a child is using a particular website, we can presume the parents are permitting them to use that website. If a child uses the internet at a friend's house, it's up to the parent to tell the other parents what their child is and isn't allowed to do. If the other parents seem to not agree, don't send your child there. You can argue that parents aren't computer savvy enough to know if their child has created an account on a particular website but children can just falsify their age so COPPA won't really make a difference on whether they join a site or whether their parents know they have joined that site. At my younger sisters school they allow cell phones to be used during lunch if it doesn't disturb anyone. A boy in her former school created a Facebook. He goes to her current middle school right now. When his mom found out (because the mother's mom, grandma was friends with him but did not say anything to his mom), she reported the account and it got deleted, and punished him. He created another account using a different name. He had a Facebook for 2 years and his mom didn't find out. Children just lie about their ages.
