I remember one time during the winter (just before Christmas I think), I fell asleep on a school bus. The bus was completely empty except for me and the driver when I woke up. He ended up driving thirty minutes to my house to drop me off (which was nice of him, even though it's his job).

Neither Macromedia Flash 8 nor Adobe Flash CS3 (or 4) are free, unless you count the trials. There are some free programs, though I don't know any by name.
You know guys, you don't need to bring up anatomy too much, he could be aiming for a more cartoony style where proportions aren't really necessary. He still needs to work on it a lot, but just saying anatomy over and over again won't help.

Damn that's a really cool drawing - I'm sure it would have done pretty well if you made the deadline! I wish the background was a little more complex (all I can really see is a little dead grass around her feet), but it looks good!
