Depends. Most people animate at around 24 or so, some people go as high as 30, some as low as 18. I've even worked on 12. Just about preference :S

lol. Go to your properties menu (it's probably a little different since I'm on a mac, but I go to window > properties > properties) then on the far right it says frame rate and put in the number you want there :D

FBF takes a while to get down, but yeah, that's pretty much how you do it. Start with just simple stick figures walking, then get more detailed (though I'm still more of a stick person ^_^)

It's all about preference. People will hate you no matter what you do, that's what it's like on the internet. However, some people like sprites, some people hate sprites, and some people are in between. Sprites are sometimes called "lazy" because most of the animation is already done for you - however, some sprite movies can be pretty good if effects, a good plot, and good FBF are added in to the mix.
