It's not that the rules are too strict, the mods are just assholes about them.
Today I went out with just a stack of papers, and tried drawing with out any tutorials or examples for about 2 hours, I was hating how much I sucked the whole time, the best thing I did was this character but her eyes aren't aligned right and her feet are awkward.

What else you should know is this:
a) You can not be scouted with fewer than four pieces of art uploaded to your profile.
b) Once you do have four or more pieces of art uploaded to your profile than your art will appear in a special "unscouted" section of the art portal. Thie special section can only be browsed by currently scouted artists.
c) The "unscouted" section of the art portal is scoured daily by artists looking to scout other artists, trust me, they are looking through it all the time and if your art is worthy you will be scouted.
d) Do not accept being scouted by a bad artist or by someone who makes bad choices in scouting.
e) ???

This is why you do not need to ask ANYONE if they will scout you, you will be discovered if your art is worthy.
I have limited Silent Hill experience having played only Silent Hill, Silent Hill 2 and a bit of Silent Hill 3. But, I'll jump on the bandwagon and say that Silent Hill 2 was better than the others.
If you have a decent PC and are looking for other survival horror titles; you can't do any better than Penumbra: Overture and Penumbra: Black Plague. They are exquisite and lonesome experiences full of atmosphere and dread. I highly recommend them both, starting with Overture. If you like them you can go on to the third Penumbra game: Penumbra: Requiem, but it's a different sort of experience.

It hasn't been officially announced, as far as I am aware, but these people are optimistic.
IMO, Blizzards got a lot going on right now with continuing WoW, Starcraft II and Diablo III underway, but It's something a lot of fans, myself included, would love to see.

Well how else are you going to get it perfectly symmetrical, silly? So, yeah, you should only work on half the image and flip it, but try to make it look good when it's done, not as simple as you might think.
Make a symmetrical image and post it. Simple. It should look like something and it MUST be perfectly symmetrical, horizontally or vertically (or both). Don't rush it, make it look good. And most importantly: have fun!

As far as prevention goes, I don't know what can be done other than what is being done, having mods who try to sniff out stolen things and listen when the users tell them that something is amiss. When reports of theft come in we check them out.
For punishments, the worst that can be done, as far as I know (in cases of theft), is account deletion, which does happen, not so much for art but definitely for Flash. Bans for the art portal is something that happens for repeated offenders, and, as you know, deletion of uploads and being removed from the scouting tree.
I am interested in what users suggest be done as far as prevention and punishment. If something sounds like a good idea we can pass it on and see if something can be changed. =]
Art/Audio/Flash Theft
Theft is a major problem on any site where users submit content, as despicable as it is it's something that many, many users think they can get away with. I think that almost everyone sees something from time to time that they wish they had made, I guess people with weaker wills give into temptation then and claim it as their own. Thieves around here do get caught, they do get punished, sometimes with account deletion. In a perfect world it wouldn't happen, but this is Newgrounds.
I think that your enjoyment of the game depends a lot on the people that you're playing with, If you have a group of people that are like-minded and want to enjoy playing in the same way as you do then you will have fun with it, If you wind up playing with a bunch of fuck-wits you'll most likely be frustrated unless you are a fuck-wit yourself.

I have to agree the FFX had a very disagreeable assortment of mini-games, when I read the topic title Blitzball came immediately to mind for it's uber-lameness. But, yeah, dodging lightning was probably the worst of the lot.
