You have to make your BBS Signature pic in a graphic or animation program like Photoshop or Flash. 400x60 (I believe) is the maximum and most common size.
When you have made it click BBS Signature Pic in your Grounds Gold menu and upload it there.

Well that does seem odd. You should break your fonts down to their base layer (ctrl+b twice), that way there shouldn't be any compatability issues as the font has been converted into a vector image.

On the Flash Submit Page there is a place to upload a 46x46 gif, jpeg or png, you can publish one with flash or take a screenshot and crop it or whatever.
I don't think you can change the pic after your flash is already in the portal though.
At the very top ^^ click on the button that says "submit content" and follow the instuctions on the following page.

Give some more specifics of what you're after such as;
Number of artists wanted,
Framerate,
Stage size,
Default bg color,
and what exactly you expect (frame-by-frame or tweening, lip sync collab, music video collab, something else)

Music is a HUGE part of my inspiration too.
Another thing to try is reduce distractions and stresses. Turn off the tv, clean up your workspace, find some quiet time away from your roomates or family...
Also doodling is a great way to get the creative juices flowing.

Sounds like a lot of kooky-talk to me.
Some of the most incredible movies have been submitted over the past 3-4 months.
Every week when the top 50 list gets updated the top 5 or so movies have been the weekly favorites every time for the past month or so.
The portal system is in place to keep out low quality movies, if crappy movies get in it's the fault of us the viewers. It's democratic and for the most part it's fair.
File size doesn't matter that much, I have dial up and have to blam a lot of cruddy low filesize movies and usually miss out on protecting the really good ones, but I've seen some good stuff that has a filesize of under 300kb:

People who know what they're doing can make a low filesize movies and games of quality.

Parroting criticism without suggesting ways to improve the idea are uneccessary.
The idea is fine as long as there are elements in place to have this animation stand apart from a field of basically the same song collabs.

Regardless, I agree to a certain extent.
The first one I saw was Gerkinman's collab One Love back in February.
It was pretty neat the first time I saw it, then Stop Crying... came out. Which was pretty much the same thing with a different song and new artists.
Now others are springing up. However like all crazes, "evolve or die" is the key. If other collaberations are convinced to make it cool and unique (and with a good song this time) people will realize that there is more to be done here, not just a solitart charater mouthing the words.

I have to agree with Twinsen about originality here.
I like the song, and doing a collab about it would be fun, but there needs to be something new this time.
One Love (in both it's nearly identical versions) and Stop Crying... were pretty much the same thing and now there are several other collabs of this nature floating around the BBS.
If you come up with something new and exciting to do with the song I'd be into it and I'm sure you would draw lots of other artists that way... but one more white background lip syng song collab sounds pretty ...m.e.h... -_-

It would probably help your case for enlisting people if you listed the:
stage size,
framerate,
background color,
and what you expect of the animated segments (something just like One Love and Stop Crying Your Heat Out, or something new)...

Well people just kind of breeze in and out, comment on something or post something and puff they're gone... It probably has nothing to do with any of your posted pics.
As for your 3d face, it looks good. I imagine natural forms are very difficult to pull off in 3d. If I were to suggest places for improvement it would be that the lips need a little definition, show the angle at the top of the upper lip and bottom of the lower one. And the eyes need to be done (but I'm sure you already were intending to). But all in all it works well. I'd love to see it rendered with a textures and lighting, maybe some other angles. :)
