An on rails FPS is certainly possible in Flash; Xiao Xiao No. 4
But, for it to be very good you'll have to create a 3D level in some 3D software, preferably done with Swift 3D because it is compatible with Flash.

Never underestimate the powers of stylization, color and mood. If you have an interesting and consistent style in your movie people will like it more then if it's just more of the same. Color can do a lot for your flash and can set the mood, rich, vibrant colors are fun and exciting, washed out looking colors can give an animation an ethereal sort of mood. Play around with your color scheme to find something that works well with your animation.

Elaborate on this, as I'm not sure if I understand what you want.

It sounds like you want to make a background image that does not move or change when you animate other symbols? If that's the case you just need to add a new layer for the background and put it below the layer with the animation on it.

Of course that is an incredibly simple thing to do in Flash so I think you must be asking something else.

Your art needs improvement in all areas. At least you're being productive with your time and doing something that's meaningful to you. That's good. Try incorporating new elements to your images, shading and highlights, internal structure, texture etc. If you keep practicing you'll be able to see yourself improving day by day. =]
