If you want to start a website, and you currently have no money to fund it, your best bet would be to learn how to start one on your own. This doesnt have to be and isnt extremely hard. Even if you have no knowledge on how to start one, you can quickly get going by doing some research online. If you want to or are willing to try and learn how to program one on your own, i reccomend starting from the ground up and following some tutorials on w3schools or looking up some relevant tutorials on HTML, CSS, PHP, MySQL etc... It takes some time to learn all these things but its fun and rewarding to do so.
If you have no desire to learn any programming skills or think you are incapable you can still get along by using some Content Management Systems, most hosts offer Joomla, Drupal, Wordpress and a few others for free with pretty simple installs. CMS's such as Joomla and Drupal are very modular (meaning you can add a lot of functionality to them such as forums, chats, themes, etc..) and you can do a lot with them out of the box. If you know nothing to begin with I would reccomend looking up tutorials/articles on joomla and wordpress since they are widely used and more newbie friendly.
Some advice: Most people wont jump at the opportunity to program you a website, its not a business venture, you aren't knowledgeable on the subject and it sounds like you just want a personal site which wont generate nearly any ad revenue. I'm not putting you down I'm just saying that going out on your own, reading up on the almost infinite amount of resources available to you would be a better investment of your time, and you get to lean something.
Anyway, try and learn some programming or how to use a CMS and you should be off to a good start, hardly anyone who works with websites and is good has had people holding their hands and showing them every step along the way. Experiment, take some chances, learn something new, it more fun and fulfilling that way
