finally! I figured it out. All of my other audio worked in the animation right? So I was looking at it, and I recorded the whole scene's lines in one take. So the audio was 1030 frames long. So I cut up the audio to make it broken up into section (like I normally do) and it worked.
So if your having this problem, where you can't understand the audio while scrubbing, your audio is probably to long and will need to be cut up into smaller segments.
Thanks to anyone who may have tried to figure this out.

Hey everyone,

So I have an animation I've been working on for quit a while now, and I'm on the last scene.
So I drag my audio on the stage and I go to scrub the timeline to hear the audio so that I can lip sync, but my problem is, I can't hear or understand whats being said like usual. My animation is 24 fps. I've never had this problem before so I would really appreciate it if some one gave me a solution.

Ha, I just tried and you're right! The lighter lines are always on top of the dark lines. But my only solution to this is to make layers.
