Not really, light is the flow of photons, if you stopped a photon it would be like stopping any other particle or object, you would simply be decreasing its velocity until it reaches 0. This would not cause time to stand still, as time and photons are not linked directly.

Theoretically if you travelled faster than light (3x10^8ms-1 or whatever it is) you would move fasterthan photons, but nobody really understands what would happen then, maybe it would simply be like the delay powerful telescopes view when looking at far off galaxies but in reverse, you could possibly see what happens next, but thats completely theoretical.
