I remember hearing in a documentary once, it's because New York City is the most easily recognizable city in the world. Not everyone knows what the skyline of other cities looks like, but NYCoverall is more obvious. Statue of Liberty, Empire State Building and Chrystler Building and Central Park for example.

Berlin, Rome, and Moscow all have nice views and are great places, but if the director wants people to be certain of what they are looking at, they mostly choose NYC.

Don't make it seem like there are never any great movies in other cities outside North America. Depending on your taste in movies there are plenty of great ones outside NYC.
