I'm not sure I agree with this. I mean, surely to justify the costs of banning a substance, enforcing the ban and inevitably criminalising otherwise law abiding citizens a substance should cause a significant amount of harm. With hallucinogens, and salvia in particular, provided they are used in private I can't see any significant social cost. I mean, the people would probably just be watching TV otherwise, especially with a trip that at max lasts 20 minutes.

I think using the law to tackle whatever problems salvia poses is like using a blowtorch to get rid of a wart - it's crude, ineffective, disproportionate and ultimately harmful.
