I actually remember I made a post maybe a page back last year (goes to show my active-ness on here), where I wrote about my desire to get into the Ontario College of Art and Design, in the design stream. I applied around March and I was accepted.
In terms of universities, most of them specialize in a few particular fields, but they also usually have a diverse amount of practices to study. If you are unsure about what you want to do even when you begin to apply, remember that you will probably change your career about 4 times in your life. If you have enough money, go into the general arts for a year. It will drain your money and most of it will be for naught, because you'll be taking general courses that will probably not go towards your required credits for the program. Although you will develop a much clearer idea of what you want to achieve in the next 4 years through it.
Just don't STAY in a general arts program. In many universities these will be called the Arts and Sciences, Humanities, or just The Arts. Unfortunately, these programs just allow you to have a Bachelor of Arts, which is a BA. Which nowadays doesn't mean much of anything, unless you later go on to teacher's college, which is insane with competition and unless you are fanatically interested in teaching, you will probably not succeed.
You need to specialize. Otherwise there isn't much sense in going to Uni. Sure the experience is great, but if you have nothing to show for it at the end, you'll lose countless times to people who have a Bachelor of Science, a Bachelor of Fine Arts, a Bachelor of Design, which are all specialized degrees.
But, that's just my opinion and what I have heard. It may also be different in different parts of the world.
