No. A detective is not a murderer, and although he's also a vigilante, he just wants to stop the Joker from terrorizing Gotham City. However, the Dark Knight is another story, seeing as he's in a universe not too different from the original Batman world.

Actually, it will be Steamworks, not the whole of Steam, and it will mainly be used for Portal 2 when it comes out.
