This might be 100% official, or it might not... Recently Nintendo of America published and distributed an information booklet on the Nintendo DS, in various game stores across the US. On page 20, there is info about the DS Wi-Fi, titled "Span The World Of The Internet With Wi-Fi". If you would read the info below the title, it reads: "You can communicate and play with other Nintendo DS owners, anytime anywhere". ...communicate? ...anytime anywhere? Well that's what PictoChat is, a communication program.

Also, something I have thought of in the past: in the booklet, on the page for PictoChat, two people are communicating. One says "What time is practice tonight?". The reply reads "It starts @ 7:00". Now tell me something. Why would two friends use PictoChat for the above conversation, when they are nearby? This could be a Wi-Fi Pictochat conversation.
