Yeah, I've seen a lot of such stuff for Windows. The problem with this is that that sort of programs slows Windows down a lot. Linux is able to manage such stuff far better.
Also, Linux works well on older hardware, I have a 3 year old Acer laptop with 1.8GHz single-core processor, 512MB RAM and a very basic GPU (Nvidia GeForce Go 6100) with advanced desktop effects and several (3rd party) widgets. The slowest it normally goes to is 100fps, and average is around 250 fps, while not touching the computer I can get 300-400 fps.
