No, it's where the camera is centered around one character from a distance, as opposed to first-person which is from the point of view of the character.

that's a pretty good drawing. ok job coloring it, but i think overusing photoshop effects is almost always a good way to ruin your drawing and obscure detail. let us see it without the texture.
the easiest way is to animate the slow-motion segment in a movieclip/graphic, then make two of them, one a frame or two behind, and lower the alpha on it.
There is no Internet2. I have never seen a single person who supports this plan. And it's all ridiculous anyway. No company could force this onto the users of the internet-- in case you didn't know, the government runs the internet. Yep. The US government developed it-- they're the ones you rent your domain from, etc. It'd take government compliancy for it to work, and I doubt it'd happen.

I'm currently trying to decide whether or not to get a 360. There are no good games for the Wii, and with a 360 and Live i could play CC and all kinds of other fabulous things.

I posted that in a blind rage. optimizing your file is something you should definitely do-- make sure your audio settings are at a good compromise between quality and file size, use symbols instead of reusing vectors, etc.
