There is a big company called Encom. One of the protagonists, a programmer named Flynn, used to work there, but got all his work stolen by the only human antagonist, Dillinger (who used Flynn's mad games to become the senior exec of Encom). The one thing Dillinger actually did himself was make a program called the Master Control Program (MCP). It is an AI which has become self aware and is trying to take over everything. Basically it is trying to become skynet and take over the us government and the kremlin (aka the soviet union, remember this was the 80s).
There is a guy called Allen who is still a programmer at Encom, who has his own program called Tron (OMG THATS THE NAME OF THE MOVIE!). Tron is a security program which the MCP doesn't like.
Anyway, so Flynn keeps trying to hack the Encom computer to prove that Dillinger stole his games, but MCP won't let him. Sooo he sneaks into the Encom building to use one of their computers. Unfortunately he happens to use the computer thats right infront of a giant laser that takes things from real life and digitizes them. And when the MCP sees him hacking in, it turns on the laser and zaps Flynn into the computer system.
As it turns out, the inside of a computer system looks like freakin awesome scifi glow-y stuff, everybody has a frisbee thing and people look like the programs they have made. Also the MCP is using his evil skynet powers and either absorbing useful programs or sending crap ones down to play video games. Programs refer to real people as 'Users' and view them as gods or something, so basically once Flynn is inside the system he's pretty much a mixture between neo and jesus. Especially since he made all the games anyway.
He meets Tron, they do some hella sweet stuff with frisbees, and light cycles (the motor bike thingys) in order to try and bring down the big MCP. Can they do it? You'll have to watch and find out.
I'm pretty sure someone geekier can confirm, edit or add on to the information I have just placed in front of you.

At first, when I saw the trailer, I thought 'what? those light cycles are adhering to the laws of inertia??? thats not right.' But to be honest, despite the fact that the movie will inevidibly be nowhere near as good as the first one, ITS GONNA BE FREIKIN AWESOME ANYWAY! If you haven't gotten it already, I like tron a lot. And the idea of a sequal is sweeeeeeeeet.
Yeah sorry about my abridged plot going for longer than the actual movie.
Oh also, people saying a sex scene in the new tron. There was gonna be a sex-ish scene in the first one. Its in the dvd extras. I can't remember why they said they took it out, but it was nothing graphic. If i remember rightly they just like pressed buttons on eachother or something. So yeah, no deal.
Anyway.... Awesome.
