Flash 8 would probably work best for you. The best feature of CS3 and CS4 is AS3, which you mentioned you don't need. And Flash 8 has standard features like filters and so forth that you probably wouldn't want to do without.

yes.. learn how to manipulate bitmaps with actionscript

whenever the player moves the mouse, draw a line on the bitmap between the last position and the new one

that sort of thing

well, what are some easy to rip apart as2 engines? I've been looking at flade, and there are like 50 different actionscript files that make no sense how they link to each other.

box2das3 comes with some examples. play with them until you get a handle on how things work. I may be able to help you with it since I have a little experience with that
