Well it all actually depends on what the user is going for, depending on the project/task at hand would depend on what things to use properly, and so what if they had succesful flash before maybe they need help right now in this moment, should be more willing to offer the help needed than question as to why the individual is asking for the help is posting in such an area, yes some places are meant for certain question but who actually cares, it pretains to flash and the tools offered in the program, don't be sour about it saying they should post their questions in a different forum or that they should just use the same brush because it worked before, you don't know what they are working on, or what kind of effect/look they are trying to achieve
