You can get a Wacom Bamboo on Amazon for $60 right now. My first tablet was the slightly larger version of that (Bamboo Fun), which is $107. Either of those are good first tablets, and well worth their asking price.
The better ones are more expensive, but you only really need to move onto those when you've got a handle on how to use a tablet (unless you have a lot of spare cash around), at which point I think they're worth the extra money. A Bamboo would be fine when you're just starting out.
If you're going to be doing flash work I'd recommend at the very least buying a cheap tablet, like a Wacom Bamboo. It will make a big difference in the ease of making art on the computer.

I think the idea of ranking games on their cumulative scores over a number of different categories is a bad idea, because a game is more than the sum of its parts.

I'm not good at drawing now, but I'm better.
Skill is more important initially, but when you have it imagination is definitely going to set you apart amongst other people with skill.
It does say you can't do that, in the art guidelines.

Really the only thing you're doing right is drawing in the first place.
Practice everything. Practice drawing real people, practice drawing individual body parts, practice smooth lines, practice colouring, practice shading, etc. There isn't much else I can tell you.
