Okay, you're wanting to do a collaborative thing for no money. That's fine, and I understand that. But there is an issue, that people don't generally get into these sorts of partnerships with people they don't know and trust. They'll want to know how well you can work, what you're capable of, how well they can work with you, etc.
So my question becomes: Who are you?
What can you tell us about yourself, your abilities, and your experience with this sort of thing? What's your background? What sort of deadlines do you keep? Will you be working on this full time, or will you be doing it in your spare time from something else?
What about the other people in the group? Who are they? Are they your friends or did you all come together as strangers to make this game? What is everyone's role in making this game, and what can they bring to that role?
You're looking for someone equally passionate to you. How passionate are you? What can you say to convince me of your passion, and what can you say to instill that passion in me?
You need to show people why they should be interested in joining your project. It's not enough to just say that you're passionate. You need to prove it.

There are plenty of tutorials and art books out there to help you learn how to draw, but the absolute main thing you need to do to get good is to draw. Like, all the time. Just keep drawing with an eye to getting better, while recognising everything you've done wrong in each individual picture. Don't draw the same things all the time. Keep challenging yourself.
I would recommend Andrew Loomis's books, though, to help you on your way.

You could maybe make that argument if you weren't making money from this album. If you can't pay an artist now, you could give them a cut of the album sales, since their art would help to sell it.

You'll probably get a lot more interest if you offer some sort of financial incentive. As far as I can tell, this is an album that you're selling, and artists generally don't like other people making money off of their work when they're getting nothing in return.

There's a median between changing the character to a design of a traditional scarecrow and keeping it the same. If you added a few elements of scarecrow iconography (e.g. maybe the mouth is made up of stitches, maybe the clothing has a few patches sewed on, little things like that) then people might more readily recognise her as a scarecrow.
It's important for a character's design to reflect its personality, but it's also important for it to reflect its species (?). I think it's a problem if people aren't able to look at her and recognise, to some degree, that she is a scarecrow. And I think there are plenty of ways to change the design to fix that that wouldn't impact on the design as it relates to her personality.
But, in the end, it is your design so you do whatever you want with it.

I think people would be much more likely to read a comic with its own website than one on Comic Genesis or whatever. It adds a certain degree of professionalism.
