My suggestion: Don't try and jump right into making something difficult or complicated like a platformer/fighting game right off the bat. Start small, and work your way up. It's easy to underestimate the kind of work, knowledge, and skill that is needed in making even simplistic games, let alone complicated ones like you've suggested.
If you're going to be using Flash (what the games on NG are made with), then start searching for tutorials. If you want something without as steep a learning curve (or price), try Gamemaker (of course, Gamemaker may not give you the same flexibility as Flash, nor will you be able to post your completed games here).
When looking for specific tutorials, just append the necessary terms to your Google search. I suggest, however, that you do not go out and Google "Flash platformer tutorial," because while such a tutorial may be helpful for some, those without any experience will not learn very much.
