I may not know much about stained glass, but I do know that they do give repetitive patterns.
I'm not seeing a unique link between that "little blue stain glass that stands out " to the woman with the white hair, but I will say that the white empty space of the woman's hair feels fitting to be place with glass pieces.
Maybe blue, I mean the reddish orange color background in the circle really does draw my eyes toward the blue green red purple circle.
And another, with the practice of using only yellow and purple.

Flipping images horizontally is a big eye opener on how weird this image was turning up, but after some merging and painting overs, I'm back on track on keeping an ok overall look.
Still wip-ing though :P

This is a character of mine I wanted to draw as a yellow lantern for some reason. :P
The thighs of the leg seem pretty iffy to me, and the abs drawn on the stomach doesn't give him a feel for abs because of how the costume yellow design doesn't curve along the abs.

For a thunderstorm, lightning are flashing on your background and (if I'm guessing) in the front right of the direction of where your mer-man thingy mcjigger facing, with greater power to it.
The light source are pinpointed, it's up to you to know where it's reflected on. With a strong light source like lightning, most reflected surfaces will be left white while a close to absolute black contrast it to strengthen the emphasis on it.
