The issue here legally is not really age of consent laws. Because legally, the two could have sex and there'd be no legal problem. The thing he's being charged for is possession and distribution of child pornography. Yes, it's of his own body, yes, that's silly to charge him with a crime (which assumes he is mature enough to serve time, but not to possess sexually explicit pictures of himself.). Pictures of a sexual nature (which I think if the girl sent pictures, it's strange she isn't being charged as well, or for requesting, who knows), of a minor, is a federal crime, which can put you on a sex offender list.
