Seems like you'd do better by scanning in your pics? Or getting a art tablet.

Because drawing in different programs (by mouse) is going to be about the same across the boards.

Flash is good because it can smoothen out the lines and stuff you draw.

I use use Photoshop 7 and Flash 8

Seriously, it wouldn't be that bad if you spent more time on the shoes.
And make the legs a bit longer.

You could look at front view of shoes for ref.

on flash just export as a jpg and turn up the quality to get a better jpg.

Use a smaller brush size for the water ripples (and maybe different colors). Put some water ripple rings around the bottom of the support for the bridge where it meets the water.
