Well, what I need is a VBR-esque thing like LJCoffee just described. Encoding at that anything lower than 128kbps would absolutely ruin the quality. Trust me, I've tried.

I don't see those options anywhere when I pick "Export to MP3"; just an ID3 tag editor. Perhaps you're talking about another codec; where can I get it?

I've got an 8.8-meg MP3 I need to get down to under eight megs so I can upload it. (it's, uh, nine minutes long, which should explain it). Any free software that can help shave off that .8 MB?
Also, I have Audacity, but I dunno how to change the bit rate (sample rate's gotta be at 44.1K, or NG won't take it).
If this question's been answered already, go ahead and nuke this thread and PM me a link. I don't see it anywhere, anyway, as I've tried searching....

So I just changed my signature picture from some cool Brazil flag I got somewhere to an image I handmade on GIMP. When I posted a review for a song minutes later, my old image is still there. Does this take a while to update?
