Other ISP's have tried similar but none blatantly saying what they're trying to do.

Virgin are going to slow down access to sites from there network that aren't in partnership with them, meaning that say a Virgin website will load super fast and fine, but other sites such as YouTube will be super slow, basicly fucking us all over and the companies that don't do business with them.
