I guess what I'm saying is, when determining if something is morally right, does it matter more what the person with the most power/success thinks or what the general population thinks?

I think that success is honestly more important. However, that's not to say that nobody can ever come along and be more successful than you, rendering you moot. For example, if you have a large military and occupy a country, you can decide what goes on there, but if suddenly somebody with way more power comes along, you can't just tell them no, it would be suicide.

I was thinking about this topic because I was having a debate earlier about what causes rebellion, shift in the population's views or shifts in the leader's views.
