The reason they do it is because it makes them too hard to identify on security cameras. For example, not everyone who carries a shotgun around is going to shoot someone, but you're still not supposed to be carrying them around.

For this rule to be fully implicated and be without fault - then they'd have to make sure that at ALL times no-one's face is not seen on CCTV
Well if you see his face you might be able to identify him later. And besides, this is about them keeping their faces hidden from CCTV cameras, not mugging victims.

Its better than the whole only 2 kids in a store at a time. Backpacks and bags are banned in some stores, how are hoodies any different?
The 2 only kids in the store thing is only existant in small shops, Backpacks and bags are usually banned in small stores because they take up room. Hoodies are just worn, they don't clog up anything!
Look at it like this: They sell pantyhose in malls, right? But, are you allowed to wear one over your head, in public? In Virginia, it's a misdemeanor to wear a mask (or anything like a mask) in public.
I don't see any law against it here - but it'd look rather stupid. You have a law against wearing masks in public? Woah..
Or, how about this: You can buy baseballs bats at a mall. But can you walk around brandishing a bat at people, in public?
You're allowed to hold one here. But then, you're not allowed really to throw hoodies around in the public either..
