There is no way to figure out how many whistle points you need to get in order to get to Normal. You could try to keep flagging reviews but that might take awhile since a garbage whistle doesn't really affect the review. :/

Saying "You suck at making Videos" is abusive enough. Also, leaving a pointless comment like "Boo" makes it even more abusive. That review is just a waste of space and should be deleted.

I would have to see what the reviews consist of and go at the reviews one at a time. If I believe it's abusive and it breaks the review guildlines, I would obviously delete it.
