Actually, I know someone who was born on a leapyear, an old school worker called Ms Cotton, from like 8 years ago.
She was around 15 years old by her standard, but born any other year she'd be in the 60s.
But really, being born on a leapyear, it all depends on the person and their background if they want to celebrate annually or once every four years.
