No, they do not. CC license is on by default, but the artist can choose to edit it or remove it altogether.

I think not. As a matter of fact, the OP's picture actually violated the CC license that the origirnal artist had chosen. In his license is this point -
Not modifiable: If you alter, transform, or build upon this image, you may not distribute the resulting creation.

Yoink. While I'm at it...I loooked at your Creater Mother, Kurofelis, and one thing bugs me. It's got a weak spot below the belly, where most likely the majority of weapons will not be able to fire to.

Well....Mr. team leader, how about you assemble them together :D That would make the voting much more comfortable.

Side note that I didn't respond to before - Samurai was intended as a heavy enemy. It would take some redesigning to make it a proper boss.
2, I have yet to receive any size specs, so I have no idea what to do in terms of enemy/player/boss size

Additional concepts are aaaaalways nice

Been sketching out the layout for the level myself. Here's the sketch for the first third of the level - click me. As always, any thoughts on what should go where and what should look what are welcome. Note that the purple objects are meant to be in the foreground layer.
I'm somewhat clueless as to how long the level as a whole should be...

A job well one, I hope your mentor likes it. Personally I still feel that the hi-tech subway areas were way too sharp contrast and looked bland, but oh well, there's always the street level.

Out of curiosity, why did the map not play well? I'm guessing that the vehicles didn't really have any movement room in your vCTF (lol), but what else?

Pretty much anything. In all honesty, while drawing/painting I find that I rarely notice what the music is like. A song could loop a dozen times before I could notice.
Some say that they listen to music that would set them in corresponding mood, but I tend to start with the necessary motivation/inspiration already existing. So you could say that I lsiten to music for the sake of listening to something

Saying "I want to create art" I quite bloody vague. Is it abstract art you are looking for? Try Apophysis or maybe http://al.chemy.org/. Want to create paintings/drawings? GIMP or MyPaint are your best shots. Is 3D your cup of tea? Blender 3D is the most powerful one there is.

Hmm, I was more like leaning towards enemy graphics, but I can handle the backgrounds too. But I'm guessing we'll need more than one person on that one though, because there will most likely be the most of those.

Lewe

There is a legend amongst African cultures that the world is kept in balance by the clash of three spirits - Lewe, Son and Lug (life, sun and air respectively). The spirit of life, Lewe, is told to revive and strengthen all living creatures around it.
The farmers take these legends as truth and often do sacrifices to Lewe, hoping to please it enough for it to come around and make their fields bloom with crops.

Of course, they have never wondered why Lewe seems to wander around the mediterranean or the equator so much. Damn capitalists.

Okay fellas. Christmas and New Years's is over (unless you're some strange Russian or Chinese) so it's time to get this show on the road again.
The Portal/Newgrounds team has been the bottom feeder in the project so far and I don't want to be the one to take that title from them.

So far backgrounds should get the highest priority. doing anything else would be largely just flailing around as we have little to no clue about what are their dimensions and other limitations.
I created a reference document for the exact specifications to the graphics. We have all we need to create a good background. Let's get to it.

Taking FatKid's four-step plan of Idea, Draft, Job assigning and Finalizing, we are still yet to get a solid idea down. So this needs to be a first step.

My proposal has been and still is making the level progress WASTELAND -> FACILITY -> CITY.
This is input time, guys. What do you want the level layout to be like?

I'm going to bombard people with PM's, nudges and Viagra commercials until I get some answers here.
