well, the way i see is like this:
in the heat, you can only do so much to be confortable... you can take off your shirt, put some shorts on, but when it gets to 90+ you can only take so many things off...

whereas in winter when you are cold you can always add a layer, a fleece, sweater etc. until you are comfortable, or even maybe take a layer off, you can get confortable... unlike with summer
