What program should I use to make my icon?
Photoshop seems to make those "transparent" backgrounds which are not allowed (either that or it is Microsoft Office Picture Manager that does it), although it seems to be something I cannot control...

So is there something I can download to make icons (and relatively clean looking ones)/
