You need to work on your line quality, try to not draw lines over and over on the same place.

Try to get some texture on that hair, doesn't have to be anything spectacular, just something indicating that the hair is actually made of hair and not plastic or whatever.
I really don't like those outlines, either make them smooth and consistent or scrap them all together. And maybe make some heavier shadows on the face?
