I guess if you animate something that someone else has modelled it's comparable to sprite animation. Unless the original artist has created several poses you used however, you still have to go through the work of having to change the model accordingly, kinda like stop motion (I guess there are better ways to create the movement than frame by frame though).
In order not to start the "What is art discussion" I'd say in the general terms of the Newgrounds Art Portal, it'd probably not be considered art. Art you submit to the art portal should usually be stuff you made from scratch. If you modeled the characters and objects yourself, it would definitely be fine to submit to the art portal btw. In doubt, you could always PM a mod for clarification.

In Gimp you can just drag the points around. If you just use straight lines for your polygon, that works fine, if you use free hand curves, the curve will move along. You can however finish the selection with the mistake and just add or remove a new selected area by holding shift (to add) or ctrl (to remove).
I have no clue how the dA reporting system works, I only know when I reported stolen art, nobody seemed to react for months and the user had removed the images by then.
But if you post your stuff here, it's important to rate it appropriately. In doubt, rate it A rather than falsely rating it M for example. Or ask a mod if you're unsure. When posting NSFW stuff in the forums, add a warning in the post or if you start the thread even add it to the title.

Please consider using the current review + voting scores as part of the base for the new score system. Otherwise you'll have thousands and thousands of submissions without any votes or less than 5 votes. The users that left their vote would have used the new review system if it had been in place back then. It sounds unfair to turn their votes invalid for no reason and it would be unfair to the artists who earned a relatively good score and are suddenly left with I dunno... 4 votes?
I can't imagine anyone going through some hundred let alone thousands of submissions to vote on them. And I can definitely not imagine the army of users you'd need to re-establish realistic scores for a majority of the submissions hosted on NG doing that.
Sorry I don't want to sound overdramatic, but I really feel this could demotivate a lot of users, especially those who don't have a huge fanbase and had to wait one or two days to get their flash through judgement in the first place.

That's a great idea. I always liked how the audio and art portals had their own voting bar designs. I very much appreciate that the site is taking steps towards legibility and simplifying, but only having stars appears bland and almost generic in comparison to NG's original designs. I remember your struggle to find a more original word than "fave'ing" for the feed system, and I kind of feel the same about stars vs Pico & Co.
*EDIT* Scratch that score question, I saw you already answered this. But here's another: Could you combine the old scores and votes to save thousands of flashes from not having a single score at all? Wouldn't it cause trouble with the Under Judgement system you have in place??
A 15 minute time window to edit your review will basically beat the point of the editable reviews. Unless you manage to link the edit button to eventual file updates by the author, so you can edit it for 15 minutes PLUS whenever it's updated.
Other than that, the review mockup looks good and simple. On the one hand I like the idea of only one spot for a score and on the other hand, the difference between review and voting score was very interesting at times.

Hey there, I remember your Grinch drawing for Jazza's challenge and also your Gambit pic on the frontpage some time ago. It's nice to see you decided to stick around. I like what you posted so far both in your thread and your art submissions. Gambit is my fave with the dramatic purple highlighting and I was amazed how you reimagined Santa as viking (as game character crossover, if I remember right... right?), however all your pics so far were great.

What works relatively well for the Art Forum are personal showcase threads. That way your demo wouldn't get buried in a several page thread (which nearly noone will check out completely once it's past 4 pages), you could update it regularly without drowning other users' demos with your stuff and you could keep track of your progress (if you don't delete the linked old versions, that is). Of course I don't know what the audio mods think and what works for the VA's... just my two cents.

I'd call it done besides that. Please let me know if it's ok and I'll send you the png and the references as standalone images, if you need them to turn them into buttons.

I think the "lifelessness" could be due to the cards being all aligned symetrically. I liked how they were spread out in the starter pic. Maybe you could hover over them and "center them" or "open them in fullview" when you click on them?

I think they just need a digital copy of the image on your actual card. You'd be free to do whatever to the real card if you produce one. Personally, I'd be curious to see how you'd use the chip.
