Just have some transparent lines squiggling across the stage, added with skewing of grass or whatever is around that could be blown by wind, and animate any hair or clothing involved.
And be sure to get a wind blowing sound effect, from Flashkit, FindSounds, or SoundSnap.

Alright, my movie is LOOONNNG.
So, frame limit is comming to my worries.
I recently added up the sum of the frames from previous scenes and realised that I was very close to the frame limit, a bit less than 2000 frames away.
Now, I wanted to check to see how much of the movie I might need to squeeze into a movie clip, so I checked at the 2000 frame mark of scene6, the final scene, and I was able to draw on the frame.
I made a blank fla. and on the 16000th frame, I noticed that I wasn't able to draw anything.
So, my question is- When I export the whole movie, is the movie not going to get these final frames? Like I can see it in flash but not in the swf?
Or did I just add wrong and have more frames left over than I think?
Is the frame limit just for scenes or the entire movie?

Just stay home from school.
