If you want to program, go with C++. It's a great base language... my first was qbasic, when I was like 7 years old, but I didn't get too good with that and needless to say, there aren't too many uses for it these days. I'm still learning C++ right now, but it's really amazing what I can do with it.
If you just want to learn how to make flash programs, use Flash MX or something. My school has it installed in one of the computer labs so I... erm... sort of stumbled upon the CD key in the registry. Anyways, it's probably the best flash program out there, though it's like $700 or something ridiculous.
