If it's any help, I seem to recall that early (read 1980's) speech synthesisers used something along the lines of 48 different phenomes (samples) to construct their speech. If you can find out what those are, you should be able to cut them out of the speak and spell samples to create a bank of words.

You should probably start your search looking around the classical section, look at artists like MeastroRage and other classical regs.
With a computer that slow, you would probably need dedicated ASIO hardware (PC card sound cards, USB sound cards, Firewire sound cards) instead of relying on CPU-eating software solutions like ASIO-4-all. If you want something that will run really well on a slow computer, you should look into trackers such as milky tracker, which run perfectly on computers as old as Commodore 64s, but only if you're happy making 8 bit music.
Debatable. Even if you remake it from scratch, the company could call intellectual copyright, but in practice, remixes and remakes are tolerated and even encouraged, even if you sample them commercially under fair use/parody.
Nintendo, I seem to recall, have no issues with people remixing their music, and even actively publicize the good ones!
General rule of thumb is that it's pretty safe to remix or remake music for games that are no longer in production, especially for obsolete consoles.

You can, to an extent. At least, there have been succesful court cases over songs that sound similar. If plagurism is blatent, you don't always need copyright to back you up.
Another example is producers trying to get free guitar tabs, free sheet music and the like banned. Although they did not produce them, they allow somebody to replicate the ideas of the composer without any credit to doing so.
It's a cold, economically-motivated world.

That's true, but consider what you get for that cost. With reasons high price tag, you get a full set of sequencers, synths and tools that cover pretty much every base you could require. With Fl, you only get a few basic VSTs and soundbanks, and not enough to make what could be considered a unique track.
however the difference between the two is that FL supports addons while Reason does not, which goes back to the point of how they should be used: Fl is a DAW, reason is a giant ReWire plugin.

Indeed. Behringers reputation as a cheap alternative is at stake if they don't keep their guarantee policy up to date to cover the slightly more likely chance of a hardware failure.
On the flip side, i've had things like Mackies which have broken to which I have not been able to get replaced under similar policies.

Anyway, I think I remember reading some stuff about this once upon a time. I don't think individual riffs, melodies or beats can be copyrighted, unless you have alot of money and legal musclepower. Don't take my word for it though, do some reading up on the subject yourself :).
Check out wikipedia's articles on copyright law and see if you can chase down any leads :)
There have been a lot of high-profile cases of groups and bands suing others over creating music that sounds -similar- to what they've made, often with the courts ruling in their favor, but the problem with that is exactly the definition of high-profile. I doubt a tutorial writer would care if you used his material because he is obviously putting it out there to be of some use to somebody as opposed to declaring 'I created this'.

Well, if you've changed all the melody, you're pretty safe, but that doesn't excuse you from using somebody elses work - it's more a moral thing than a legal thing. I doubt the tutorial writer would either care or go to the effort to chase this up, the tutorial was written to help you, after all, but if the extent of your work relies on that of the tutorial, you probably aren't ready to start releasing your own unique music yet.
Or you could record some demos, submit them to the AP, and show them off in the advertisements thread.
FL makes more sense to those who are more used to computers than audio technology. Reason is vice versa. They're both very solid.
FL is more of a complete DAW, but it cannot compete with professional products. Reason works better when it's used with another professional DAW as essentally a giant VST plugin. It's also got better live performance capabilities, if that's what you're wanting.
Problem for beginners is that Reason can sound very plasticy and underproduced, while FL can sound very samey to every other track made with FL, due to use of the same built in instruments. Reason comes with a much more complete set of synths, samplers, etc which are very flexible, while to make a good quality track with FL, you need to look into getting hold of VSTs and DX plugins, which may better be used with a more professional DAW.
Up to you really, try both and see what fits. Use both and be worshiped by the AP regulars.

I had a Xenyx. First one I had, channel 1 fucked up within two days of getting it. I returned to manufacturer and they replaced it for free within a week. Second one has lasted for about 3 years, no real issues.
The audio interface that comes with it isn't that great, it's fine for recording but that's about it, you'll need a more dedicated solution if you want to use the desk with a computer.
They're cheap and fairly decent, as long as you get one that works, it's a bit of a gamble but Behringer replacement policy is pretty good, so up to you. If you're strapped for cash, go for it.
When you release a track on to NG, you agree that all the samples are used within license. Read up on the licensing of the software and see how it lets you use the samples.
If the samples are licensed under the identical Creative Commons license to NG (Share alike, Attribution) or are free to use, then you can use them in NG tracks on the SOLE CONDITION that you don't simply upload individual samples, unedited, and claim them as your own work. This is a very shady area though, I seriously wouldn't recommend uploading a track you make with this software because it is likely that audio mods will see it as prefabricated loops and ban you regardless of the license - Generally, audio producers here use... uh... more professional gear.

I would also like to point out that NONE of the flash works I have seen my audio used in have been declared under a Creative Commons license, and therefore they are ALL technically in breach of copyright.
