i basically redrew your picture in SAI (Download)
to show how simply using a better program willl improve you art
(another good program it Gimp, its free and you can get it here)
i hope this helps somewhat....
but as i said in text below, in non-MS Paint programs, you can select certain areas and only color in that selected area, making the shading was easier, ect.
curve and line tool is more effective, as is everything else :)

And with your duck guy, there us no shading whatsoever. So if you add some feathery shadows, the picture, Imo, would improve the quality a lot :)
