I agree. I mean, if you didn't tell me it was Jared Leto, I never would have guessed :/

The biggest problems with him in my opinion are the eyes, lips, and outline of the face.
With the eyes, they're a bit too droopy, and the lines under them are too defined. With the lips, the upper lip is too thin, and the lower lip is too big. The line going from the nose to the lip actually contributes to this problem. Lastly, the outline of the face... it's too bumpy and overexaggerated, when, in reality, he actually has a pretty smooth curve going.
These are the references I used.
But the background looks awesome!

jpgs will be bad quality no matter what, unfortunately.
However, when you post images in your thread, if you want to redirect to a high quality image, you can post a link leading to your HQ image (but don't forget to also post the image in the thread!)

Imho you should try to use more contrast. I have this same problem (hopefully past that stage now, lol) where you can only see the faintest difference in color; you don't want that. More contrast! :D
Hahaha, also, you may not want to use just a darker shade of the same color. I did this too, at one point. But it's boring any looks gross. More dynamics! Depending on your light source, you may want to try a cooler or warmer hue to go along with your skin tone :)
I attached an example (crudely colored with a mouse, my apologies) to try and stress my point :)
