Well, color theory is pretty complicating actually. I think e all learn the most about it form trial an error. This character's design would suggest he needs brighter color, however the colors you've chose don't look bad. Just a bit muted. I always work Sketch - Lines - Values - Hue/Color - Fine Details
But good color can be appreciated even without strong values. I'd study some artists who have really eye catching art, look at characters that are really strong and what colors are used in their design. Some colors work, some don't.
A lot of people mention the famous color wheel, but in my opinion only about half the choices on the wheel are actually strong. The others looktoo loud and obnoxious. But everyone has different tastes.
Here are some things I search for online when trying to get inspired for good color choices
Interior Design Colors
Graphic Design Colors
Fashion Colors
I guess it doesn't hurt to use a color wheel and then adjust where you want/need to. And also remember to use colors that stand out form you character's environment. Warm colors usually seem closer to the human eye/more attractive than cool colors. This isn't always the case, but is often true. We'll look at orange before we look at blue, unless the blue is super loud.

Yeah, practice is always a good answer. This isn't too shabby though, I'm not really into chibi kinda art but can appreciate it when it's done really well. My favorite is 'Lodoss Island' shorts. They're pretty cute and funny. I'd say the biggest thing that stands out if his center of gravity.
Draw a straight line form the center of the head to the ground, and make sure the character is properly anchored to the groun on BOTH sides. Like a tripod for a camera. Unless you want them to fall on their faces. :D

P.S the reason why it's so bad quality is because it's made with paint.
Go read some tutorials on space art, planets, etc, there are dozens online, and stop using ms paint.

I havn't seen tron, neither the new one nor the old one. Well, I saw the old one but I've forgotten all of it. There were bikes right? :D
The man's pose looks solid, almost like something from poser or pose maniacs, while the surrounding enviro seems very empty. Also I'm not sure, but shouldn't the enviro be invetered? Like mostly black with light lines? Again, havn't seen it so I might be rwrong. You got your focal point down though, we know what we're supposed to be looking at. :D

The black looks a little heavy and a few spots look really well controlled while other spots don't. That is kind of suspicious. Truth is, you just need more time behind the pencil, so keep drawing these. There isn't much more that can be done for a picture that is this far a long. I'd say be a little less heavy on the shadows until you have a better grasp on values. Draw from life, and draw as frequently as possible. Good luck, keep it up! ^_^ And keep working in black and white for a while, it'll pay off to wait on color.

Pretty good stuff, you're getting better with every post. i try to work with tools I'm not comfortable with, and ones I'm not good with, whenever I can. I just don't show anyone the work, haha. It's good to be versatile I think.

Sounds good, that is the info we needed. I'm too busy, not a mod, and not super familiar with the forums outside of the art one. But I think there is also a collab thread/forum aound here somewhere, you might want to cross post there as well. Good luck finding a team mate!
