Paint will do in a pinch.
If you're running windows, Paint.NET is a really great alternative to MS Paint.
GIMP will run on Linux or Windows and is pretty good.
If you want to pay, Photoshop can't be beat.
Fireworks is the best Vector graphics program out there, in my opinion.
If all else fails, draw on this in Paint.
