Tiny pixel images are not very useful for reference unless you are intending to create tiny pixel images.
A better reference sheet would be a weapons list or history, such as this online text, with a downloadable pdf on the site, which not only has illustrations of weapons and weapon systems, but also has details on their function, how they are operated, and their history.

Nah, that's something that should be done all the time, every time. There are people who can draw without any preparation and have it look amazing (a particular example being Kim Jung Gi) but that's not really a good way for most people to draw, ESPECIALLY if you don't have a ton of experience.
Always always ALWAYS use basic shapes to plan out things, especially if you're working digital since you can just hide it all on another layer anyway.

Starting from a single cell seems unnecessary, especially considering that basically any depiction of a single cell organism would be as a blob, a tube, or a cilia covered food hole. It'd probably be better to start as an aquatic animal, something resembling a fish fry or crustacean larvae.

You have to be scouted, which basically means that somebody who already can submit to the art portal has to give you their approval. It's an easy method of keeping garbage out of the portal.

In any case, I think it's a bit too simple for 16 bit, nevermind the color restrictions on actual 16 bit or 8 bit hardware. Look at some SNES games and don't be afraid to make it more detailed.

A lot of people don't know and they do it anyway. If you want to do it right though, find an object and shine a light on it. Reference is always key to drawing things that you don't know.
If you don't have a light like a lamp or a flashlight then handheld electronics with backlights (which everything since the game boy advance SP has had, as far as games go) work in a pinch.

This guy Loomis is sort of the standard (as far as I hear) for learning how to draw professionally, he was an art teacher and he knew how to teach art. Fun stuff. Also art teachers today still use his methods, not that I know or anything and I'm totally not enrolled in a college being taught art things.
I haven't gone through all his books even though I should, but that link provides a download to most of his books in .pdf form, including one astoundingly shitty .pdf but we'll not talk about that one because that's the documenter's fault not Loomis's, plus it can't be Loomis's fault because he's been dead for about fifty years.
Reading books is definitely no replacement for practice and experimentation, because as much as you know about any technique, you can't just apply it to something, unless you're a fricking genius or a savant.
So draw more.

I've heard of this guy called Loomis being a pretty decent thing to learn from, I dunno, I've never heard of him, supposed to be famous or something, whatever.
There's even a site with downloadable free .pdf files of his books.

First of all, Obligatory Ornery Scouting Guide Plug.
Scouted users have an option, when looking at your art, to "scout" you. Essentially it's being found and recommended. When you're scouted, the limit on how much art you can have submitted it taken off, and your work shows up in the actual portal instead of the unscouted section.

First of all, you can't be scouted. You don't have four submissions, and having four submissions to the portal is a basic requirement if you want to be scouted.
That said, your work is, to put it bluntly, not up to par to be scouted.
You appear to lack basic anatomy skills, which are incredibly important if you want to draw humans, and especially nude humans.

If you want to make a game with SNES style graphics, I highly recommend that you use a raster program rather than a vector program.
I'm assuming you have one of those because it's probably the most common sort of image editing format thing out there.
In any case, SNES games use a 15 bit RBG pallete, which means you're limited to these colors.
You're allowed to use 15 colors per sprite, plus one color for the background that is transparent or whatever, don't ask for a detailed explanation on this shit, I just googled it, and I've done sprite editing exactly once and that was for GBA color requirements.
In what you posted, you've used ten colors. That's fine and all, but you could stick five more in there and make it look a whole lot better.
Also, as a suggestion, put some of those shading pixels under your guy's chin, he looks like a snail.
