I know you are told not to judge a book by its cover, but I feel that the covers can tell you quite a bit about the book.
I'm going to go off on a tangent, but this is something every serious reader/writer needs to know. Taking a look at the cover actually would give you some insight to the quality of the book. Some bookstores and many bookstore websites will sell what is called print on demand books: books where the author pays all the publishing costs and/or the books are made to order as they're needed instead of one big batch at once. Most POD books don't go through any kind of quality control process and therefore crappy writers and posers tend to gravitate to using POD companies. The usual giveaway for POD books is lousy cover art since they're almost always not designed by professionals. Not all POD books are bad though. I heard John Grisham started as a POD writer and Piers Anthony (very well known fantasy/sci fi author) went on a POD streak a while back after he went big time. POD companies are also a good source if you need a small volume of books to sell to a select group (ie, you're making a book on your family history and JUST want to sell/give it to your family).
Smaller presses will also tend to have lower quality art on their book covers and many of these companies are starting to crop up and selling books in electronic formats only. The quality of these books is definitely better than most POD material, but keep in mind that the big boys didn't think they were good enough.
