Definitely edit that photo in photoshop. And make sure you save it with File -> Save For Web with a quality of 65 or higher. Otherwise you get shitty compression and a bad looking picture.
There are so many techniques for photo editing that it's really impossible to list them all. Some basic stuff to tweak is "Brightness / Contrast", "Color Balance", "Exposure" and cropping (check the Image -> Adjustments menu). Tweaking Levels is also important for cameras that don't really capture the entire spectrum of color.
I hate to show this little gem for bringing out color (because it's going to bring up a crop of oversaturated crappy photos), but a very common technique is this:
1) Duplicate your photo layer
2) Set the top layer to "soft light"
3) The opacity of this layer should be between 25-60%
It'll really make a difference most of the time, but don't abuse it :)
But as I said before... google around for image editing techniques. There are just so many ways to bring out what you want in your photos.
