It's not that they are "fully done" on the computer, it's just that they use the computer to edit and maintain a level of quality so it doesn't look like it was just penciled in on a piece of notebook paper. Granted, there's nothing wrong with just scanning in a penciled comic as you guys do here, but you have to make it presentable. The only example I can think of right now is that White Ninja comic.
Color can be appealing in a comic, but if you would like to stick to black & white, make your line art dark and crisp. Pencil-gray is very dull and can become hard to read at times through a computer screen.
Don't use Comic Sans MS. Despite what the name implies, this is the LAST font you want to use for a comic... or anything else, for that matter. Please. It's hideous. Go on the net and find a nice comic font. Check out BlamBot for some nice comic fonts. I recommend "Webletter BB".
In fact, you don't even need a computer font. Why not scribble in your own text? Plenty of cartoonists do this. I don't, because my handwriting looks like baboon shit splatter.
