Flowers' pic CONTINUES to not be an exact copy using the method you used to imply is was. There are subtle differences, mostly in shading and in form, whether they be accurate anatomically or not.
Working from a reference, no matter how closely it is by no means cheating, and to take what was at the time a fairly solid argument and turn it in, "Hey guys, look I made a painting from jqb, lol"

If you don't have much familiarity with art programs I'd go with sai is probably your best bet, only reason I don't use it is because I'm just so used to PS's layouts and whatnot.
If you're just starting out painting I wouldn't recommend oils. Oils can be a bitch to work with.
I'd suggest acrylics and diluting them, cheap, and easier to fix mistakes etc.
you keep saying it's not done yet, you're working on shading, that it needs colors, but you say the lines are done but the lines have problems and you're just ignoring that.
rule of thumb: if it doesn't look right in black and white, it's not gonna look right in color.
You're going way overboard with the spot blacking. It's meant to show depth and form where there usually wouldn't, black and white, just inks, etc or just asthetics. The werewolf is almost just a blob with hands and a face.
The background not getting the same heavy blacks bugs me too, but that's more preference.
True, no one's face is as perfect as artists tend to use for examples, but knowing the structure of the face better, will help you get a more realistic product, or if not realism, knowing what to exaggerate.
